some random QA fixup
...
- revbump libtom* since i seem to have forgot that for multilib, no changes (besides the revert to unstable for libtomcrypt)
- sync amavisd-new with tree
- fix spamassassin url
- remove RESTRICT=installsources since it seems that it has no effect
- fix whitespace errors in swift

[sci-misc/boinc] bump boinc from tree to latest 7.2 and 7.3, both tested in a clientonly build, 7.2 will probably work, 7.3 uses wxwidgets3 and therefore might not work, needs testing
...
only change from tree is "use X" for the gtk includes

[sys-libs/openipmi] bump to newer, changes to in-tree include:
...
- updated python handling
- add rdep to popt (used in ipmi_sim and ipmilan)
- --with-marvell-bmc hardcoded since it adds no additional dependencies.
still to do:
- maybe add a useflag for marvell anyway?
- fix not respecting ldflags for python and perl (swig...)
- figure out a fix for ncurses[tinfo]

[app-emulation/wine] kill the osmesa hack for win32 which disables it on amd64. requires FireBurn overlay to work, therefore not keyworded, also osmesa use flag on mesa-32bit is required which is not checked here yet due to lazyness
